A 10% additional tax penalty generally applied to retirement account withdrawals taken before age 59½, on top of regular income taxes owed. There are exceptions, including the Rule of 55 for employer plans, substantially equal periodic payments (Rule 72(t)), disability, and certain first-time home purchases or education expenses for IRAs.
